En ese momento, unas 80.000 personas fueron expulsadas de sus hogares, justificado por la supuesta necesidad de preparar la ciudad para los megaeventos que se celebraron en ella, especialmente los Juegos Ol\u00edmpicos de 2016. La enorme escala de esta pol\u00edtica de desalojo, combinada con un proceso de gentrificaci\u00f3n que afect\u00f3 a varias favelas, puso de manifiesto la incapacidad de los instrumentos de tierra existentes para garantizar la permanencia de los residentes en sus espacios.
