SUMMARY:Transforming Informal Settlements: A New Policy Brief on Community Land Trusts
DESCRIPTION:Register here\n\n\n\n\n\n\n\n\n\n\n\n\nWebinar Description\n\n\n\nMore than 1.2 billion people currently live in informal settlements worldwide\, and that number is projected to grow to three billion by 2050. Conventional responses—individualized titling and top-down upgrading programs—too often deliver public investment straight into the hands of speculators\, displacing the very residents they were meant to help. \n\n\n\nThe International Center for Community Land Trusts\, the Lincoln Institute of Land Policy\, and the United Nations Human Settlements Programme (UN-Habitat) invite you to a conversation on the community land trust as a tool for transforming self-built informal settlements without displacing the people who live there. The session previews the upcoming policy brief\, “Community Land Trusts: A Tool to Transform Informal Settlements to the Benefit of Resident Communities\,” ahead of its publication. Drawing on the Caño Martín Peña CLT in Puerto Rico and emerging initiatives elsewhere in the Global South\, this policy brief provides an overview of how CLTs can secure tenure and enable upgrading of informal settlements\, and describes both the benefits to and challenges of implementation. \n\n\n\nSpeakers will bring legal\, institutional\, and on-the-ground perspectives to the conversation. The discussion is designed for public officials\, CLT practitioners\, community activists\, and researchers working on land tenure and informal settlements around the world. He leads the development of the institute’s overall strategic program and coordinates workplans and strategies across the institute’s impact areas and centers. As CPO\, Silva oversees a staff of 47 and co-leads the institute’s annual planning and budgeting process. Silva is also responsible for identifying and overseeing new initiatives that leverage the Lincoln Institute’s resources and expand its presence globally. In addition\, he leads the institute’s programs in Africa\, co-directs the institute’s master’s degree program in land policy and sustainable development with Spain’s National University of Distance Education\, and assists in the development and management of projects on land policy and urbanization in Latin America. Silva collaborates on the development and management of initiatives that focus on a range of themes\, from land-based fiscal instruments to the fiscal and land policy dimensions of large-scale urban projects to planning regimes and climate change adaptation. Silva teaches courses on land policy\, as well as urban governance and the politics of planning\, at Harvard University’s Graduate School of Design. Prior to his arrival at the Lincoln Institute\, Silva was an assistant professor of city planning and the program coordinator for the graduate programs in city planning and urban affairs at Boston University. Silva holds a PhD in city and regional planning from the University of California\, Berkeley\, an MS in planning from the University of Toronto\, and a BA in political science from Columbia University \n\n\n\n\n\n\n\nFrancesca Lionetti\, UN-Habitat\, Associate Expert\, Housing Rights\, Diversity\, and Inclusion (Germany\, Kenya) \n\n\n\nFRANCESCA LIONETTI is an international urban governance and housing policy specialist with over 12 years of experience with the United Nations and Council of Europe\, working with national and local governments to strengthen institutions\, policies and capacities for inclusive and sustainable urban development. Expertise in institutional capacity building\, multilevel governance\, adequate housing\, homelessness\, informal settlements\, land and tenure\, stakeholder engagement and evidence-based policy development. Extensive experience coordinating policy diagnostics\, developing normative and policy recommendations\, facilitating multi-stakeholder and intergovernmental processes\, and designing peer-learning and capacity-building initiatives. Field and programme experience across Africa\, Europe\, the Middle East and North Africa\, Central Asia and the Caucasus\, working with governments\, municipalities\, civil society\, international organisations\, donors\, experts and academia. \n\n\n\n\n\n\n\nMaría E. Hernández Torrales\, Community Economic Development Law Clinic\, University of Puerto Rico; founding member\, Caño Martín Peña CLT (Puerto Rico) \n\n\n\nMARÍA E. HERNÁNDEZ TORRALES holds an LL.M. (master of laws) in Environmental Law from Vermont Law School and an M.A. in Business Education from New York University. Since 2008\, she has served as an adjunct professor at the University of Puerto Rico School of Law\, where she teaches the Community Economic Development Clinic. For over two decades\, she has provided pro bono legal services to the Fideicomiso de la Tierra del Caño Martín Peña\, the grassroots organization G8\, and Proyecto ENLACE del Caño Martín Peña. She was the lead attorney in drafting the Fideicomiso’s regulations\, served as President of the Board of Trustees for 10 years\, and was a board member for 12 years. Since 2023\, she has been a member of the Board of Directors of the Corporación del Proyecto ENLACE del Caño Martín Peña. Prof. Hernández-Torrales provided legal advice in the establishment of the Fideicomiso para el Desarrollo de Río Piedras\, and the Fideicomiso de Tierras Comunitarias para la Agricultura Sostenible. Additionally\, she also has been a board member of the International Center for Community Land Trusts and co-edited the book On Common Ground: International perspectives on the Community Land Trusts. \n\n\n\n\n\n\n\nRicardo Carneiro\, Estúdio Periférico\, Architect and Researcher; co-leading  Cova da Moura CLT effort (Portugal) \n\n\n\nRICARDO CARNEIRO is an architect\, urban planner\, and right-to-housing activist\, and co-founder of Estúdio Periférico\, a Lisbon-based collective working across architecture\, urbanism\, planning\, housing\, and urban policy. He holds a degree in Architecture from the University of Lisbon (FAUL). Alongside its practice\, the studio maintains dedicated lines of work in timber construction and in the research and development of community-led\, non-speculative housing models. \n\n\n\nTarcyla Fidalgo\, Lawyer; International Center for CLTs\, Global South CLT Initiative\, Program Lead; Catalytic Communities\, Favela CLT Project Coordinator; Lead author of the policy brief (Brazil) \n\n\n\n\n\n\n\nTARCYLA FIDALGO is a lawyer and urban planner who has been working to advance land and housing rights in Brazil for over a decade. Academically\, she holds a PhD in urban planning and has authored numerous publications on land rights and Community Land Trusts (CLTs). She coordinated the Favela-CLT project for eight years and currently leads the Global South initiative for the International Center for Community Land Trust. \n\n\n\nModerator\n\n\n\nMariana Gallo\, World Habitat (Netherlands) \n\n\n\n\n\n\n\nMARIANA GALLO coordinates the World Habitat Awards and World Habitat’s programmes and partnerships. She holds an MSc in Science\, Technology and International Development from the University of Edinburgh\, specializing in innovation and knowledge transfer\, and studied International Housing and Human Settlements at LSE. She has worked on housing and development programs across Europe\, East Africa\, and Latin America\, and currently lives in the Netherlands where she is on the board of a non-profit supporting migrant families.
