Les pr\u00e9curseurs des CLT modernes se trouvent dans les cit\u00e9s-jardins d&#8217;Angleterre, le mouvement Gramdan en Inde et les communaut\u00e9s moshav d&#8217;Isra\u00ebl, ainsi que dans de nombreuses colonies \u00e0 taxe unique et communaut\u00e9s planifi\u00e9es de terres lou\u00e9es cr\u00e9\u00e9es aux \u00c9tats-Unis dans la premi\u00e8re moiti\u00e9 du XXe si\u00e8cle. <\/p>\n\n<p class=\"wp-block-paragraph\">L&#8217;organisation \u00e0 but non lucratif g\u00e9n\u00e9ralement consid\u00e9r\u00e9e comme le &#8220;premier CLT&#8221;, New Communities, Inc. a \u00e9t\u00e9 fond\u00e9e dans le sud-ouest de la G\u00e9orgie en 1969, \u00e0 la suite du Mouvement des droits civiques du Sud. Dix ans plus tard, seule une poign\u00e9e de CLT \u00e9taient op\u00e9rationnels aux \u00c9tats-Unis, tous dans des zones rurales. Le premier CLT urbain n&#8217;est apparu qu&#8217;en 1980. Vingt autres ann\u00e9es se sont \u00e9coul\u00e9es avant que le nombre, la vari\u00e9t\u00e9 et la dispersion des CLT n&#8217;atteignent le point o\u00f9 l&#8217;on peut parler d&#8217;un &#8220;mouvement&#8221; CLT. Aujourd&#8217;hui, il existe plus de 260 CLT dans 46 \u00c9tats, dans le district de Columbia et \u00e0 Porto Rico. Le mod\u00e8le a commenc\u00e9 \u00e0 se r\u00e9pandre dans d&#8217;autres pays, notamment en Australie, en Belgique, au Canada, en Angleterre et en France.     <\/p>\n\n<p class=\"wp-block-paragraph\">Le community land trust combine une nouvelle approche de la <strong>PROPRI\u00c9T\u00c9<\/strong> des terrains, des logements et des autres b\u00e2timents avec une nouvelle approche de l&#8217;<strong>ORGANISATION<\/strong> de l&#8217;association \u00e0 but non lucratif qui contr\u00f4le ces biens. Les caract\u00e9ristiques de base du mod\u00e8le CLT ont \u00e9t\u00e9 d\u00e9crites dans The Community Land Trust : a Guide to a New Model for Land Tenure in America, publi\u00e9 par l&#8217;International Independence Institute en 1972. Dix ans plus tard, l&#8217;Institute for Community Economics (ICE), successeur de l&#8217;International Independence Institute, a affin\u00e9 et \u00e9tendu le mod\u00e8le CLT dans une autre publication, le Community Land Trust Handbook, qui met l&#8217;accent sur les \u00e9l\u00e9ments <strong>OP\u00c9RATIONNELS<\/strong> qui distinguent le CLT de la plupart des autres organisations et programmes de d\u00e9veloppement communautaire des ann\u00e9es 1980.  <\/p>\n\n<p class=\"wp-block-paragraph\">Trois groupes de caract\u00e9ristiques, d\u00e9finissant le community land trust en termes de propri\u00e9t\u00e9, d&#8217;organisation et de fonctionnement, sont connus sous le nom de CLT &#8220;classique&#8221; Ces terrains ne sont jamais revendus, mais sont retir\u00e9s d\u00e9finitivement du march\u00e9 et g\u00e9r\u00e9s au nom d&#8217;une communaut\u00e9 locale. <\/p>\n\n\n\n<p class=\"has-palette-color-4-color has-text-color has-link-color wp-elements-9a8af2b19328327104ae1999ee78956b wp-block-paragraph\">Les b\u00e2timents situ\u00e9s sur ces terrains appartenant \u00e0 la communaut\u00e9 sont vendus \u00e0 des propri\u00e9taires, des coop\u00e9ratives, des organisations \u00e0 but non lucratif, d&#8217;autres soci\u00e9t\u00e9s ou des particuliers. Ces structures peuvent d\u00e9j\u00e0 exister lorsque l&#8217;association acquiert le terrain, ou \u00eatre construites des ann\u00e9es plus tard. <\/p>\n\n\n\n<p class=\"has-palette-color-4-color has-text-color has-link-color wp-elements-1571a9826d27313cd8a6a02031b77e4b wp-block-paragraph\">Le bail foncier r\u00e9unit &#8211; et \u00e9quilibre \u00e9quitablement &#8211; les int\u00e9r\u00eats du propri\u00e9taire foncier non lucratif et ceux des propri\u00e9taires des b\u00e2timents.
