Fideicomiso de la Tierra Caño Martín Peña

The Caño Martín Peña CLT (the "Caño") is the primary mechanism that the eight communities of the Caño Martín Peña have to overcome poverty. Created by Law 489 of September 24, 2004, it administers the lands that were transferred by the government to the residents of the Special Planning District. Residents own their structures and, like a homeowner in a condominium, they may sell them if they wish—but not the land, which is collectively owned by all.

The Caño therefore addresses two of the fundamental problems and concerns of the residents of Caño Martín Peña. First, it resolves the longstanding issue of lack of legal access to land. The community was formed by low-income families who, since the early 20th century, have occupied the banks of the Caño, and many do not have legal title to the land or the homes they occupy. This prevents, among other things, access to loans and building permits needed to improve their homes. The trust thus makes development possible and enables access to safe and dignified housing.

Once the ENLACE Project Corporation completes its mandate, the Land Trust will continue managing the comprehensive and sustainable development of the Special Planning District of the Caño Martín Peña.
